Flooded Out: why did Greens fail to gain from public anxiety?

Why were we (the progressive/environmental movement) unable to strongly link this years floods to a popular conversation around climate change? Did different progressive organisations act in a joined up, complementary way? Did we make the correct demands? Did we frame those demands in a way that connected with the public? How can we do better next time?
